PLAN 672: Humanitarian Assistance is a core course in the Disaster Management and Humanitarian Assistance Graduate Certificate Program.  The course looks at how the world responds to disaster, crisis and deprivation.  We will look at both the basic working structure of humanitarian assistance programs and the theoretical, ethical and legal basis for contemporary humanitarian practice.

Some questions we will consider:

How do we decide who gets assistance?

Who provides it, and just as importantly, why?

Who evaluates the performance of the United Nations agencies, governmental and non-governmental organizations who provide relief?

How do we know when we are getting it right?

What happens when we get it wrong?
